EDIT: Roughly speaking, 50% higher means you can utterly dominate a fight the way Dooku (who I suppose was fighting at like 75) toyed with Obi Wan in AotC. 2x gap would be enough to blitz the way Sidious blitzed the B-team. 10% gap would give you a noticeable advantage, but you'd still struggle. 20% gap would have you consistently winning with moderate difficulty. I'm not sure if it's calibrated well to that though.

Is this a linear, exponential, or logarithmic scale? What does a 2x gap mean in a fight?

It's mean to be roughly linear.

Luke - 250 (?)
DE Sidious - 200 (?)
Yoda - 200
PT Sidious - 180
Mace Windu - 170
RotS Obi-Wan - 170
Zonakin - 150
Dooku - 100
Anything besides that is unclear.
