Why should he be able to one-shot Paratus?

Vader has already ragdolled Kota. Paratus honestly would go down pretty quickly, and Shaak Ti isn't nearly skilled or powerful enough to beat him, let alone compensate for her teammates.

There's no indication that Galen was even massively exhausted like you suggest. Him resting for a second or two after unleashed a blast to take out the guard (and some shadow troopers) isn't an indication the guard is at all close to him. Similarly, you wouldn't argue Mara was massively taxed when in LOTF when bringing down two sections of a poorly constructed tunnel because she was left breathless after the act when she had enough energy to fight Caedus afterward. We know (based on the novelization) that the guards are nowhere close to and can't threaten SK with him easily overwhelming the first guard he fights, shocking the second with his power and taking on the third and fourth when they had a small army for backup. Vader being massively above the guards is irrelevant when SK also is.
