ROTJ Vader scales above Maul simply through TK feats as well as raw power. I'd honestly argue TFU 2/ANH Vader >/~ any version of Maul in the Force. TPM Maul would win handily in sabers against pre-ROTJ Vader, though. Much more agile, faster, superior reach through his weapon/superior weaponry, and not hindered by prostheses. Even ROTJ Vader would probably lose to TCW Maul.

Luke scales above Maul, and Luke and Vader are considered equals. Simple as that.
