Base Jerec is, at best, near Vader and thus near RotJ Luke, Kueller is near TNR Luke.

Jerec has one flowery quote from a game promo guide putting him close to Vader which I wouldn't be surprised if it's exaggerated (since he has no feats or other statements putting him near that level). Kueller performed well against an emotionally retarded Luke who was still a fair bit stronger than ROTJ Luke.
