Kenobi. Based on what we know of Hord though, he should put up a great fight.

Hord’s only significant piece of scaling is him being far above Kreia/the exile in lightsaber skill. But considering how she lived many centuries after him i must question how valid this accolade really is. In terms of force power, he was noted to have pulled down a ship, but Kenobi has replicated such a feat on multiple occasions, and has arguably far more impressive force feats. even by taking Kreia’s word as the truth, it would put him as Kenobi’s equal at best. Overall, Obi Wan wins with mid difficulty.

Hord scales from Pall who scales from Muur who was beating Vong Krayt, who is by magnitudes better than his pre-Apprentice incarnation who could compete with Kenobi.
Hord's over-all legendary skills in lightsaber combat and mastery over sorcery is also pretty clearly beyond Kenobi too.

Muur doesn't scale in any quantifiable way from Krayt. We have no idea how Krayt by the end of Legacy stacks up with any previous incarnation. Hord doesn't scale from Pall, either.

Muur was casually taking out Krayt, Cade, Shado Vao, Krieg, Azlyn Rae and Darth Maladi. He is clearly within Krayt's range and all indications support him being Krayt's superior. It's disingenuous to even say otherwise.
There are numerous power growths undergone for Krayt between his duel with Kenobi and him being pushed back in a duel against Muur.
Hord is stated to be the greatest lightsaber duelist of the four Dark Lords in the Valley on Korriban by Kreia..who's veracity is confirmed both in-universe and externally.

Kenobi wins easily. Tulak Hord is the greatest legend of a warrior among the Ancient Sith, so there's that if you want to go with empty hype alone, but the Ancient Sith have nearly nobody of note with good dueling skills.
Karness Muur fought the lowest version of Krayt possible, no matter what you think of Krayt. This was Krayt on the verge of dying on his own, participating in a big Free For All combat with hordes of rakghouls and team switch-ups. Scaling above Karness doesn't mean much when Karness fought a version of Krayt that's probably not above Hett as of the Tatooine fight by much, if even he is above that.
Exar Kun has the most quantifiable skills in lightsaber dueling, but he falls short of lower versions of Revan, when you have Kenobi being the match for Maul who has tons of scaling above Ancient Sith, or just below Dooku, who has that as well, alongside lots of arguments to put him alongside earlier iterations of Revan, or his fight against Mustafar Anakin, which says it all.
Despite the large era gap and rather unclear routes of comparison, any you can choose favors Kenobi greatly. I don't see any reason to vote for Hord here.

He has no lightsaber feats.
He has no feats overall that compares with kenobi's

And will just pull up the "feats" card. Eventhough if you analyse all of Kenobi's feats, he has rarely stomped anyone. This is not to say Kenobi doesn't win, however. It's just that Hord is a vastly unexplored character, and to suggest a character like Kenobi can stomp him is just absurd.
