Don't really see a reason why Tulak does't trounce her in either sabers or a force contest.

How so?

Satele matching Revan in sabers > anything Hord has ever done

Tulak Hord power is too unclear to make a clear argument in his favor.

Based on Tulak's hype and Satele's parity with Darth Marr, I'd side with Tulak Hord.
