BoDE!Luke is probably around KFV level already, if only a bit lower. Midway he's Sidious' greatest adversary in the context of a lightsaber duel, putting him firmly above Yoda already. And by the EoDE he's "too strong" for the most powerful version of Sidious ever inside a prime physical vessel to defeat in a lightsaber duel, and this is even before the very end of DE where Luke has the whole luminous beings revelation and subsequent mindset boost. So yeah, he kicks the living shit out of Vader.

I'm not sure if EoDE Luke can replicate his performance against Sheev, against Vader.

I'll back Vader in one of the most difficult matches of his life.

They are probably equal to each other in terms of fighting skill. Both are extremely powerful force users but Luke is more experienced, so I'm leaning to Luke in terms of force abilities. Eventually, I give Luke the slight edge but Vader definitely puts a good fight against him.
