I'll hesitantly back Vitiate.

Reasons from either party?

Probably Vitiate; depends on whether Luke’s performance against the emperor can be replicated here, which I doubt he can do on command.

Luke wins. I see Luke as a Yoda+ level combatant at this point and is therefore at least solidly beyond Vitiate.

Luke was "more powerful" than the reborn Emperor in the context of the lightsaber duel, and the Emperor's Force storm was described as a "last-ditch attempt" to defeat Luke on his part. I’m going to assume baseline DE Luke in which case you can either take the DE quote saying he’s sub Vader still or the one saying he’s Yoda +
