No idea about Exar and Kyle.

In no universe is Kenobi comparable to Dooku in skill, and Katarn is not comparable to Maul in any way whatsoever.

Mace is probably top in terms of sheer skill

I’d favour Drallig over Maul & Kas’im any day in technical skill

Open to reasons

Time advances prolly place him > Kas’im, as well as being surrounded by a much wider scope and caliber of contemporaries. 

Maul’s more debatable, but in terms of raw skill on a wider scale, Drallig’s considerable mastery of all 7 forms and being able to react to KFV for a brief moment impressed me. I wouldn’t place Drallig ahead of Maul in Juyo though. Obviously sheer conjecture on my part, my young cuck

And was disarmed by both Yoda and Mace. Capable doesn't mean you're guaranteed to, just that you're a very real threat.

Plus IIRC the ROTS Novel says Mace possesses unmatched skills with a lightsaber implying he's the most skilled duellist overall in the PT.
