Savage is the most idiotic one that's for sure

The only thing I know is that Thrawn is number 1 while Oppress and Padme are the worst.

Ranking the characters I'm most familiar with:

Darth Tenebrous — scientific mastermind who made enormous strides in understanding the Force
Thrawn — a strategic/tactical genius with an insatiable intellectual curiosity 
Darth Sidious — brought the galaxy to heel with unmatched and nigh-incomprehensible political manipulation
Leia Organa — galactic senator as a preteen, esteemed diplomat, rebel leader, and confirmed genius by George Lucas
Luke Skywalker — prodigious mechanical aptitude and ability to think on his feet 
Anakin Skywalker — created a protocol droid from scraps as an impoverished child with no education; similar to his son
Yoda — one of the wisest Jedi to have ever lived
Padme Amidala — an accomplished politician with impressive diplomatic skills; similar to her daughter
Darth Maul — strategically skilled with a laudable ability to manipulate opponents both politically and in battle
Savage Opress — lmao

The Skywalker family is probably roughly interchangeable, though I'd maintain Leia at the top. Yoda is kind of a guess. Tenebrous and Thrawn are likely quite close.
