palpatine was always a cowart at heart . he always calculated his moves and was constantly taking measures against even a slightest potential threats .
this doesn´t mean vader was anywhere near him in power as of RoTJ or in any other suit incarnation .
in direct confrontation sidious would fry vader with lightning or ragdoll him with TK .
