What are your thoughts of Draay in comparison with other characters power wise?

Nah. It’s definitely referring to KF Vader, as seen in the quote it says Darth Vader. Which is something that Sidious said in ROTS himself here: https://youtu.be/qvWv3uosN9E?t=94s

So it’s 99% chance it’s referring to that Vader and not the suited one

We all know KF Vader is equal to RotS Sidious per Lucas. Sidious was the most powerful Sith in history as of TPM let alone RotS:

This locks Sidious above Bane. Due to Banite scaling he should be quite far above Bane as well:
