The upper end of the Jedi Council along with other random outliers like Rivi-Anu will drive the average way up. Especially considering the lower total number of Jedi.

Not too sure but the impression I get is that the PT jedi were more quality over quantity in comparison to the TOR jedi who were scraping the bottom of the barrel since they constantly needed new members to help fight in the war. So I'll say PT.

In saber combat, the average TOR Jedi master. Dooku for example noted that many Jedi grew lax when it came to their abilities as a swordsman, opting instead to only practice deflecting blaster bolts (part of the reason so many fell on Geonosis). However, in power the PT master wins.

Dooku could've been going through the "good old days" routine; besides, one of his primary complaints was the lack of makashi usage, but we don't see that much makashi usage in TOR anyway.
