I don't think so the quote cames from a source of 2005 well before Even valk was created as a character, but it Wells puts KFV beyond the likes of the sith triumvirate,malak,bandon,Dark jedi,the Brotherhood of darkness,early banites and most likely sidious.

KF Vader is basically wankable to the highest degree. But, I'd caution against using things released under the media umbrella of any single movie. Hasbro definitely wasn't considering anything outside of the movies when they released this.

Most of the figure quotes comes from databanks kulvax especially hasbro related merchandise.

most of the quotes comes from sw.com articles without mentioning that some of them reference lore becuase im far as i aware that same accolade was repeated like 6 times on different media not just figure quotes.
