Pre-ANH Vader was massively above her, and that was before his immense growth by ESB. Unless Mara Jade has anything comparing her to Vader feat or accolade wise, there's no reason to believe she ever came close.

Mara grows for 40 years till LoTF. That’s like saying 19 BBY Vader sucks, so we should argue that someone > 19 BBY Vader > ROTJ Vader.

Mara is said to be “Luke Skywalker’s most powerful ally” during the Yuuzhan Vong War. This logically includes Kyp Durron, who’s moved a dovin basal. Combine that with around 15 years of growth before her death, in addition to her expert combat skills and you have a level of power and skill Vader really cannot match.

What BoD is saying is that as of just before ANH Mara (who draws power from sheev himself) is considered unable to beat the Dark Woman, who Vader practically stomps, and then he proceeds to grow more than ever before in his life for 4 years by his prime.

The gap between Vader and Mara is already too large for you to just argue passive growth over a period of time

You need quotes or feats to suggest that 40 years was enough for a character vastly inferior to pre-ANH Vader grew more powerful than even this version, let alone his vastly superior ESB or ROTJ iterations. Having more years of growth don't always make you more powerful than someone who went through sharp boosts of growth:

Orgus Din had around 50 years of growth, yet was sub end of act 1 HoT. 
Pre-Onslaught Lord Scourge had over 300 years of growth, yet was sub end of act 3 HoT.
Yoda had nearly 900 years of growth, yet ROTS Sidious was able to stalemate him.

Passive growth doesn't automatically make you stronger, especially if you were already vastly inferior to a vastly weaker iteration of the same character.
