Without the major leaders (Valkorion, Krayt, Sidious, etc), this comes down to pure tactics, tech, and numbers. I'll say the GE, but the EE makes them work insanely hard for it.

Are you positive on that? I recall he only wanted that used in a limited fashion, not completely so. But even disregarding that, the Imps were still doing ok later on. Still I don’t think the OP intended for this to be a factor, just not wanting any ridiculous Force use.

The difference is that Sidious wanted to control his forces fully (per Thrawn), and Thrawn wanted joruus mainly to boost morale and give a quicker way to relay commands and such. I recall the effectiveness, but not the morale, figuring it was just because Thrawn was doing so well against the NR compared to others, that morale boosted naturally.
But even so, I'm not sure the whole "Palps isn't here, so the Empire is in shambles!" shtick is in play here. I mean really, so long as they get an effective leader like Thrawn or Paelleon, they should be ok. I mean it's not like the Imperials were completely inept when Palps died, they were just selfish and even then they did form alliances when needed. The whole thing with Palps is completely overblown, yeah it was a huge factor in the collapse of the Empire, but as soon as the Imps got a good/effective leader, they were a great force.
Anyhow this is getting off topic I guess we can ask @The Slick Obi if he intends for all that to be in play here. I doubt it since this is the Empire at its height, so it wouldn't make sense for it to happen, but I guess clarification is needed.

I was simply trying to avoid comments like "wormholes, gg" or "Vitiate wipes out planets". Essentially this a pure military might vs military might battle.

The soldiers at Endor were completely reliant on his psychic guidance. It wasn't merely battle meditation; it was mental domination on such a deep level that its subjects couldn't even function properly after the Emperor died - Thrawn made this distinction clear enough. Other sources have since then come out and said that the Emperor's dark side influence was pervasive over the whole Empire and was in effect the glue that kept it from disintegrating; without it, the Empire couldn't function. This is the reason that they lost 75% of control of the galaxy to a military whom they outnumbered over ten-to-one in just five years until Thrawn returned from his expedition into the Unknown Regions.

Right, but once everything settled the Imps weren’t like that, they got their stuff together and worked together. But the OP clarified that this isn’t in play here, so the Empire is fine.
