I'd favor Opress, personally. Yoda at this stage is still likely inferior to Ventress per both accolades and feats.

Yoda at this stage is stomping Plo, Saesee, and Depa.

Just for a demonstration. Plo actually beat Yoda in a competitive spar. Makes sense since he would later hold his own against Opress who scales above Yoda.

I have to admit, the idea of TPM Yoda being Ventress level is kind of hilarious to think about. 

Yoda stomps. As Ant said, he could stomp 3 Jedi masters - all of whom were considered among the best swordsmen and swords-women in the Order - without taking a single hit.

Nowhere does that fight insinuate Plo and co. held back against Yoda.

The 3 of them were actively trying to hit Yoda as part of a demonstration. Pretty crap demonstration if you're not showing how it'd happen in a combat situation:

And he had given a demonstration. Three members of the council—Plo Koon, Saesee Tiin, and Depa Billaba, excellent fighters all—had come forward and attacked him. Master Yoda had not been armed, and had not seemed to move more than a meter or so, his tread slow and measured. Nevertheless, none of the three had been able to lay a finger on him.

Not saying it's wrong, just saying it's hilarious. It does beg the question of why Sidious, Plagueis and Maul didn't try to kill Yoda or Mace before this point if they were Ventress (AKA around TPM Maul) level.

Probably because Yoda and Mace were cloistered inside the Jedi Temple for most of the time and to draw them out in the open just to kill them would probably attract too much attention. Not to mention it's unnecessary given their plans were already in motion.

Ventress is far more powerful than TPM Maul, for the record.
