Probably Sidious. Maul's full potential was being above RotS Sidious by an unknown margin, whereas we know that DE Sidious is above RotS by a significant margin.

In my humble onion, Maul could have "conventionally" caught up with Sidious, because according to the latter he has enough midichlorians to do so. But Sheev is not defined by his physical form, and so if anyone wanted to catch up to him by DE they also need to shed their banana peel.
