Who wins?

Royal Guards win. Even in canon two heavily weakened royal guards overpowered two of the greatest martial artists in h2h untill they used weaponry the guards hadn't expected (teeth. huge teeth). They also managed to defeat many alien monsters that Vader had some trouble with.

Snoke's guard is a literal joke.

Depends on how you interpret the fight between them and Kylo. If you think it is a feat for Snoke's guard, they win. If you think it is an anti feat for Kylo, Royal Guards win.

snoke's guards > palpatine's guards

Palps Guards haven't exactly been that impressive in Canon...I mean that have that one fight with those panther gay couple I guess which is good. But at the same time they get punked by Jaxxon and Lando. They didn't do so great in Rebels either....

Unless this is RoS Palps Guards, in which case the video above says it all..
