Luke takes this because of his comparable power, but superior saber skill (annihilates DE Sidious, >>>>> Vader).

luke may have a chance at the time he beat the emperor even if he was massively amped by leia

Luke tbh. Beating DE Sidious in sabers impress me more than Yoda's performance against ROTS Sidious

Luke defeated a far superior Palpatine in a duel with only a minor amp. He's got this.

Luke with elementary BM soundly defeated an iteration of Palpatine that's bare minimum equal to his ROTS counterpart, who matched Yoda blow for blow. He has this.

Elementary =/= minor, nor weak. Vaylin for example can be described as having elementary control over her abilities, yet she still has insanely powerful TK feats like overloading generators on a planet devoid of the Force while in orbit. Same goes for things like senses, where Nick Rostu, despite having virtually no Force training and thus rudimentary senses, could accurately understand Vader's power and even compare it to Kar Vastor's. 

Not to mention Leia's influence is described as an "intensity" which shortly after was capable of unlocking Luke's full potential. 

Btw, when was it said to be "elementary"? Not doubting you, just curious.

Greatest: of ability, quality, or considerably above the normal or average.


Greatest Adversary: Adversary of the most ability or quality, i.e. power.

"Greatest" can also refer to achievements, not ability. For example, King Alfred the Great is named as being "great" because he was seen as a just and fair ruler, not necessarily because he was the wisest, nor the strongest, nor the most capable.

All the quote is saying is that Luke is Palpatine's most excellent opponent, which makes sense given he caused the most damage to Sheev's plans. It doesn't have to be referring to power.

Plus, consider the context of the quote. Luke is the last remaining Jedi. It was Luke who caused Vader to turn back to the light side and overthrow Sidious. It was Luke who was primarily behind the Death Star's destruction (both of them). It was Luke who now stands in opposition to him, in a scenario that Sidious could not and did not predict. 

Luke is Sidious' "greatest" adversary because he's been behind the ruination of more of his plans than any being in history (which includes Yoda, who didn't foil any of Sheev's plans), not because he's the most powerful or skilled. Even Sheev doesn't consider Luke to be Yoda level based on his words throughout DE.
