1. Anakin - For obvious reasons.
2. Luke - Again, obvious reasons.
3. Sidious - See above.
4. Valkorion - His isn't natural potential per say so it's kind of cheating to put him here, but his power after consuming Nathema and Ziost is enough to cement him here.
5. Outlander - Grew from being fodder when facing Arcann to being unchained Vaylin level+ by the end of KOTET and surpassing that by Onslaught. Also, Valkorion seemed to believe that in time he could become his equal (as in strong enough to contain his full power), whether this is from Valkorion strengthening him (still unsure about this) or his own natural potential.
5. Valkorion - His isn't natural potential per say so it's kind of cheating to put him here, but his power after consuming Nathema and Ziost is enough to cement him here.
6. Mace Windu - In the space of a few months, Mace grew from a top tier 8 to a solid tier 9, capable of going toe to toe with ROTS Sheev. I believe that he may have grown even stronger given more time and experience.
7. Yoda - Pretty obvious, isn't it? Only reason he's below Mace is because by all indications he'd peaked by AOTC/ROTS, whereas Mace may have continued to grow. However, the two are interchangeable.
8. Vaylin - Her power was enough to make pre-Ziost Vitiate believe she'd one day become his equal (which she probably achieved when her powers were unlocked). However, I've left her below Yoda and Mace because it's quite hard to judge.
9. Revan - SoR (arguably his full potential) proved how powerful he was.
10. Dooku - Grew "infinitely" upon turning to the dark side, however he seemed to have peaked by ROTS.
Some of these I'm not sure about.
Now, speculation aside and just based on what we know:
1. Anakin.

dooku actually has yoda lvl potential, but actually, prime yoda> ROTS yoda, so he may also go higher

Dooku was a unique case in the history of the Jedi Order. Universally respected, he would have been a Master on a par with Yoda had he not abandoned the Order to join its greatest enemies.

Exar Kun within four years became > Vitiate who'd had a millennia of power growth after the Nathema ritual. He was > prime Freedon Nadd on the day he turned.
He was the prophesied saviour of the Sith as ordained by Marka Ragnos.
The guy became a living dark side nexus within four years as a Sith. Being a living dark side nexus, was what made Luke think DE Sheev was unstoppable thus giving up on the idea he could win.
His potential and exponential growth in power was insane.

Two of the most powerful Force users ever, not the most powerful Force users ever.
The Revan novel is a third-person limited perspective book, making it privy to subjective character POV.
The SWTOR:E is in-universe, worse yet it is set 350 years after the Exar Kun war.
The codex entries are to a degree also in-universe and are subject to the date in-universe too.
Exar Kun's quotes are neither of those things. This quote is from the third-person omniescent narrator of the comic:

Which would at the very least put them in Exar's range, if he were stronger in the first place (which he's not).

And still take into account past Sith and Force users, so no real problem with them here. They are both documented after Exar Kun's death.

potential can be determined by quotes and growth, and honestly, exar kun's growth>> vititate's, and valkorions. its easily in revan's range.

4. Like you said, natural potential doesn't equal artificial powering. So Tenebrae's potential is way lower than his aquired potential because of a ritual he notably took weeks to do.BreakofDawn wrote:4. 6. Mace's growth was notably attributed to his mastery of the Vaapad form, not power in the force. If Mace truly grown (power-wise), then why didn't he grow that much since his padawan stages?
