Cal would have lost his duel with Malicos had it not been for Merrin's timely intervention, and there's a lack of extended cutscenes that give us any kind of closer look at their duel outside of Cal being put on his ass right before Merrin's arrival. So it's kind of difficult to scale Malicos outside of just being obvious that Cal + Merrin > Malicos.
I don't think Cal grew significantly from the events on Dathomir to his final duel with the Second Sister (as he goes right from that duel to Nur, the Inquisitor stronghold planet), so assuming that's true then Malicos should be greater than the Second Sister, and the Sister is lauded as "one of the deadliest" Inquisitors. So Malicos should be above the large majority of Inquisitors, but it's impossible to say exactly where he stands next to the Grand Inquisitor, which is why this fight is kinda interesting.
Kanan beating the Grand Inquisitor puts him above all the other Inquisitors, point blank, but imo it's also possible that Kanan was in a state similar to Kenobi's "heightened focus" state he entered when Maul and Savage killed Adi Gallia. Which would mean that Kanan isn't capable of replicating his victory against the GI, and is supported by his inability to defeat or even come near to overpowering either the Fifth Brother or the Seventh Sister. Kanan's only other big feat comes immediately prior to his death, when he holds back that explosion. This is impressive, but it's another feat that I'm not positive Kanan is regularly capable of performing. He was channeling the Force so deeply in that moment that his blindness was cured. If he were able to perform something like that on the fly, without any special circumstances at play, I feel like he would have, or would have cured his blindness. So that event is almost, at least as I see it, a borderline "Oneness event."
Malicos' scaling just seems more solid to me, especially because he's clearly superior to Cal, and Kanan's best feats (the ones I'm not sure I can see Cal replicating) are arguably one-offs that Kanan isn't capable of replicating.

Malicos in a good fight. Malicos's superiority to Kanan, who's around the same level as Cal, gives him the win.
