Given his handling of people like Koon and Ventress, yes he absolutely does, unless you can somehow demonstrate Mundi being superior to either of the two.

Savage did better against Sheev than Kolar, Tiin and Fisto, so I'm thinking he can take Mundi. Him battering Ventress, consistently troubling Anakin/Obi-Wan, having enough raw strength to hurl Dooku, destroying Koon with clones, outclassing Adi Gallia and all of his raw power feats lead me to think Mundi is screwed, whose best feats are briefly exchanging with Ventress and surviving against OCW Grievous longer than Shaak Ti.

I think Savage is generally more powerful, but Mundi I think has the right skillset to take him down.
