It's called power growth. Also Vader>Jerec doesn't prevent the latter from being a peer.

That quote is from ANH era. Jerec by DF2 has powers rivalling Vader, therefore he's ~ Vader.

I think it has mainly to do with Katarn, who is stated on multiple occasions to be one of the greatest duelists of the era. And tbh, he has already defeated Jerec in lightsaber combat. Force abilities is a different story though?

Actually, Vader’s growth between the two movies was in lightsaber combat skill, not force power.

No, it wasn't. There are several quotes describing his power as growing as well.

Jerec oneshots. I'm disturbed that people still think Kyle can tire Caedus despite the quote being very clear it's referring to Valin and Kyle tiring.

1. Kyle did not beat Jerec in lightsaber combat.
2. Jerec per the DF2 manual has powers rivalling RotJ Vader. 
3. There is no indication that Kyle Katarn ever got to the level of Vader.
