Sidious is at the top. The man was born evil.
Between Bane, Dooku, Maul, and Vader I'd say Dooku has the fewest redeeming qualities. Beyond that, they all are pretty much in the same bracket. They all choose to be evil and are willing to perform the vilest acts to get what they need, yet still, possess a small measure of humanity buried deep into their subconscious. Though not on the list I rank Cognus a little above them given she actually enjoys causing misery and suffering, in contrast to the other's pragmatic evil application.

Setting aside the fact that Vitiate-as-Valkorion apparently fell in love with Senya, Valk was generally spectacularly cold and indifferent. Sheev, on the other hand, was sadistic.
As far as evil goes, I'd say sadism is more wicked than mere ruthlessness, especially when the scope is comparable.

Our of all of those, i think it’s safe to say Caedus is not evil. He did do a great deal of good things and genuinely cared about those under his command. Sidious is probably number 1.

There are plenty of definitions of "evil" that can translate into measurable criteria. E.g. sadism, lack of compassion, etc.

Valkorion, maybe (though some of that could just be an act). The original Vitiate kept his father alive for over a thousand years to torture him.
