He was an excellent tactician as a bounty hunter and did the strategic equivalent of ragdolling the other prominent bounty hunters of the day (IG-88[s], Bossk, Dengar etc) simultaneously.

Surprised there's no mention of Tarkin or Vader so far.

Strictly militarily speaking, Thrawn, Revan, Ackbar, and the Null-ARCs are the clear and away top 4. The fifth spot could be taken by the likes of Anakin/Vader, Canderous Ordo, maybe Kenobi, Pillaeon, maybe a few others.

When you broaden the scope to strategists and tacticians in the most general sense, the debate becomes far more interesting IMO.

Tarkin isn’t all that intelligent. Destroying Alderaan was one of the worst choices the empire ever made.

True, Tarkin spent quite some time as a military officer but unlike Thrawn or Vader, he was more of a political mastermind than a military strategist and Sheev himself noted that Tarkin's true talent was in politics. Even Tarkin's rank was technically that of a civilian and the Death Star afaik was the only military application that he was ever in control of.
