Duo probably. Yaddle doesn't seem like much of a fighter unlike the two brothers. She could probably muster a decent defense but ultimately loses.

Savage clobbers

Yaddle probably dies, but takes Savage down lol

I personally think Yaddle is in the same range as Maul and Dooku in terms of power but she doesn't have enough duelling feats to really justify a victory against even TPM Maul alone let alone the duo.

Does she need a saber to beat Maul?

Unless you think the gap in Force power between her and Maul is considerably larger than that of Bane and Kas'im then I would say yes, definitely yes.
