Spirits are just as powerful as their living counterparts, they just can't express their powers fully without a vessel. You seem to be claiming Ragnos' spirit was weakened, which is what I'm clarifying

Ok but logically Ragnos would still be weakened when he entered Tavion's body, as when spirts take a form they usually need to harness their energies to restore their full power, Kuns spirit needed to feed off of Kyp's hate to grow more powerful, and Sidious drained the life force of Byys to harness his power, there is no real indication of Ragnos doing this, Tavion was likely weak enough for Ragnos to take form without having to harness his energies
