Koth, no contest.
Luminara was below S1 Ventress, who in turn was below S1 Kenobi, who was roughly on par with, if not a bit below, S1 Grievous (Kenobi flees their first engagement, and only gains the upper hand in their second duel by using the Force). Koth was superior to S1 Grievous, even when injured. Then Koth went on to become even more powerful by the time of his fight against Vader.

Koth actually has decent feats. Luminara is at BEST ~< S1 TCW ventress, trash tier in essence
