On a pure feat by feat comparison, Vader has demonstrated greater output. In terms of scaling this can get interesting since Ulic is portrayed relatively evenly with Kun ( at least early on ) who has some impressive feats and scaling in his own right. In the end though, I feel Vader's implied superiority to the likes of many of the PT era high tiers decades before his prime is superior to Ulic's implied parity to an early Kun.
