Considering that The Making of RotS places Mace in the same tier as Yoda/Anakin/RotS Sidious, he takes the win.

Mace is a tier 8 and so is inferior to Yoda/Anakin/ROTS Sidious on a base level. His Vaapad is probably what takes him to a level 9 when fighting a powerful Dark Side user (like Sidious for example).

Considering his opponents as well as the overall presumed stipulations of these vs matches, there's no reason to assume that Mace will be restraining himself to tier 8 levels. He would logically cut loose to a level that is comparable to Sidious.
It's likely that tier 8 (bordering on 9) is suggesting that he is on the 9 level but he holds himself at the borderline due to Jedi power restraint that can be seen in individuals who wish to contain their inner darkness in most cases such as Luke or Anakin. Needless to say that if the situation called for it, their max power is freely accessible.

Tier 9 is only really achievable via dark side, per Gillard-Lucas. Yoda is an exception because he's Yoda.

Well, he did say 8 and 9 are a cheat (usually via dark side) so Yoda, Windu, Kenobi, and LS Anakin are the exceptions. It can be achieved without the dark side but it has to be learned properly as Gillard explained with the Yogi vs force LSD example.

Nothing outside of a gillard email comments on Dooku's ranking in the tier system. And considering how inconsistent Gillard has proven to be outside of official sources, I see no reason to cap Dooku below Mace via an email

Yeah team two takes it. Mace can't beat his peer with Ventress added on top of it and Mace never seemed to get much of an amp from Sith Dooku the few times he fought him.

He is per Gillard as of his peak, and he's a contender of Sidious per Lucas. Gillard flip-flopping doesn't retcon that nor does it override it given that there's a clear difference between Mace throughout ROTS and Mace by the time of the Office. Prime Mace is a 9, ROTS Mace prior to cutting loose and fully embracing his abilities is an 8.

Nobody is denying that peak Mace is tier 9, but he's not always at peak lol.
