Ulic should be far more powerful than this iteration of Anakin but I'm not sure Cay can beat ESB Luke outright.

I actually think it is a pretty even match now. IMO: SL Ulic ~ ROTJ Vader ~ pre-Zonakin RotS Anakin.

I mean, you can say that early Ulic is > AOTC Anakin because we know the Dark Reaper campaign was like the first thing they did as Sith. Then Ulic 'gains tremendous powers' after the fact. It's an interesting debate to have, whether or not that's enough to put Ulic up with ROTS Anakin.

I wouldn’t say it puts him with ROTS Anakin. We know Vodo and Odan are the most powerful Jedi of that era and Anakin was arguably above Yoda if not then deffo around Yoda level, Odan and Vodo Aren’t as powerful as Yoda

First of all, Ulic isn't capped by either of them. Second of all, Yoda has no EU OOU all-time most powerful Jedi quotes so neither are Odan-Urr or Vodo-Siosk Baas capped by Yoda. So I don't know why you brought them up.

Ulic himself fights Thon, Vodo-Siosk Baas, Sylvar, Nomi Sunrider, Cay Qel-Droma, Tott Doneeta, Dace Diath, Qrrrl Toq and Shoaneb Culu to a stand-off and they are forced to combine their power to temporarily subdue him. So the idea that he's beneath any GSW Jedi bar maybe Ossus-Ood is some suspectinsight.

So yes Yoda is above Odan and Vodo who got smacked by Kun Yoda put up a much better fight against Sidious than Vodo or Odan did to Kun

There's a quote stating the Sith specifically bred raw power. It wasn't a random theory. What does that have to do with the Jedi Order?

That quote is from.the point of view of Yoda and the 'darkness' is a hyperbolic term used for Sheev throughout the novel.

Why do you bring up these quotes as if you think I'm not aware of them?
