Barr managed to hold off Vader for multiple pages, definetly beats Kanan who was effortlessly ragdolled by Vader in S2

S1 Kanan was still a padawan and was only a borderline knight by the end of the season. Farren is an established Jedi knight who managed to hold his own against Vader for a brief amount of time, albeit it should be noted that Vader was getting him to talk to reveal everything before he swiftly ended him. 

I'll say Farren, albeit in a good to great fight.

Ferren Barr was explicitly said to have never reached the rank of Knight. The Inquisitors even mock him for still being just a Padawan.

That said, he still held his own against Vader for a short while, and I'd argue he displayed greater mastery of the Force than S1 Kanan. He wins.
