Mundi gets his ass kicked by basic raiders, stomped by Grievous even though he had 4 other Jedi with him. Galia performed poorly against Savage and didn't do much to Grievous tbh. Plo Koon's saber skill is at least comparable and the latter is quite more powerful than both Jedi.

Actually, Gallia did not perform badly against Savage when all is considered. She was able to hold her own for a while, in fact the novel version says she was defeated “little by little” .
Nearby, Savage and Adi faced each other across the X of their crossed sabers. Teeth gritted, Savage rained blows down on the slim Jedi, roaring as he tried to crash through her defenses. Little by little Adi fell back, all her skill no match for his enormous strength."

Considering how good Savage is I would hardly call that a bad feat. Remember that this version of Savage is even more powerful than the one who defeated Ventress so Gallia’s feat is definitely impressive. 

Plo can use malacia to incapacitate either of his opponents, can use electric judgement to incapacitate his opponents, can use mental intrusion/telepathy to read his opponent’s minds to see their movements before they come, can use his advanced tk as a scientist of the ability to throw tonnes and tonnes of solid debris with speed and precision, can create fog or ice to make the environment hazardous. So he is the most consummate offensive forceuser here.

Not to mention that entry specifies that it was Savage's insane strength that allowed him to beat her, not skill. Plo wins in the Force but Adi probably wins in skill.

Which he's never used in the midst of serious duel despite there being ample opportunity. I treat Koon's EJ much like Maul's lightning. Even if he has it. He's clearly demonstrated that in character he will never use it

Never has done so in combat. All Jedi are trained to resist mental intrusion and Plo's never shown to be able to use it against anyone of note.

Him being a scientist has nothing to do with his TK

Has never applied it in combat and has shown it takes time and concentration he does not have in the midst of a duel

So he is the most consummate offensive forceuser here.

Why? Because every skill i mentioned is one he possesses. He hasn’t need to use any of them. Just because we haven’t seen them used by him in canon doesn’t mean he can’t. You have jedi power battles and various legends comic sources depicting him using these esoteric skills in fights though.
