I'll back kas'im

Gallia, not a good fight. Driving back General Grievus (per several sources) is a lot better than anything Kas’im has.

Kas'im is more badass imo, better feats and better hype, though I honestly don't think there's any real way to compare them. Too many unknowns.

Gallia drove back Season 1 Grievous. And even then, she surprise attacked him when he was already in the process of retreating. 

When the two meet in a fair duel a couple seasons later, Grievous stomps her in a matter of seconds.
