TPM Mace would be stronger than Jinn still because Mace was still compared to Dooku and Yoda at that time period even though he's weaker than his ROTS incarnation supposedly.

Please read the OP, he's asking "to what extent" is Mace superior.

As far as I know there is not a source saying that Mace grew significantly in power between TPM and ROTS. I don't believe it's concrete whether Gillard ever raised Mace's tier over the course of the movies. IIRC in reference to ROTS he said Mace was an eight and also contradicted himself by saying Mace was a nine. Maybe someone could enlighten me.
I would say Obi's power growth between TPM and ROTS is empathized more generally than Mace's. I think Mace would have an even greater advantage over Obi-Wan here in TPM than their ROTS incarnations.

Cool, anyway I think Mace should be much more powerful than Jinn here still. I think Mace could still near stomp.

Gillard making a comment in the 2010s should be discounted, really.
