No he didn't. He was talking about what Ahsoka might be thinking in that situation:
I think for Ahsoka, she's trying to balance
the fact that she knows the Jedi are a bit blind to what's going on. She knows they've made a lot of the wrong moves. She knows Maul was also ostracized by Darth Sidious. There is a lot of similarity between the two of them, and there is an opportunity there to take him up on his offer, which is, again, maybe-- you know what? Together they could eliminate Sidious. So you're talking about the lesser of evils.
He's saying Ahsoka might be tempted to take him up on his offer, not that the two of them actually good. This is the same man who said from an OOU standpoint that no one (barring Mace and Yoda, obviously) can compete with Sidious.

Filoni's view on Sidious is that there's literally nobody that can compete with him, Mace and Yoda included. The same quote shows him stating that "Yoda barely escaped", and Mace is logically beneath Yoda. Yoda and Mace (or at least Yoda) are exceptions to Filoni's statement, because they actually fought Sidious in serious duels.

Filoni worked closely with George on TCW, so naturally Yoda and Mace are exceptions (considering his own show had Yoda fight Sidious in a vision and showed clips of Mace and Sidious fighting).

How do we know that Filoni means this in a 2v1 fight and not what knowledge and resources they both have?

@xmysticgohanx: Filoni gave no timeframe. Maybe Maul wanted to train Ahsoka first and only then take on Sidious. We also don't know if Filoni referred to a direct confruntation. Maybe they could eliminate Sidious in other way. Considering the context ( Maul said that all the jedi can't beat Sidious), i don't think he refers to direct combat as all the jedi combined would anihilate Sidious.
