I shall make a case for Darth Malak here.
One of the (KoTOR era) Jedi Masters Lucien Draay is noted to be strong enough to challenge the likes of Darth Bane and Darth Vader in single combat and offer a good fight to either:
Lucien Draay was a gifted Force-user, strong in the Force, and able to tolerate Force powers of Haazen (Darth Haze) while the latter was using a KRESH GAUNTLET to repel Lucien's moves, two times in a row. Please keep in mind that Darth Haze incapacitated scores of Jedi with a single blast of Force lightning subsequently, and killed many as well:
Darth Haaze had also taken control of a Republic fleet stationed above the planet to strike at his intended targets with Turbolasers all the while he was on the surface and contending with Jedi by himself. He had demonstrated incredible powers by large.
Well;
Lucien is NOT counted among the strongest of his era; some of his peers were relatively stronger (or more powerful).
Revan, in particular, had become the most powerful Jedi of the Order by the end of the Mandalorian Wars:
Revan and Malak were becoming well-versed in dark arts as well:
+
In fact, Darth Revan and Darth Malak are counted among history's most powerful Force-users along with Exar Kun:
Darth Revan was able to defeat Darth Malak in single combat:
Being one of the history's most powerful Force-users, Darth Malak was able to endure THAT kind of injury (which would have been FATAL to majority) and returned the favor in the form of his BETRAYAL when Darth Revan was preoccupied with a Jedi Strike Team led by the powerful Jedi Knight Bastila Shan, making it possible for the Jedi to capture Darth Revan while in comatose condition, and it took the combined might of the Jedi Council to mindwipe him but the effort was not entirely successful:
"Even the combined power of the Jedi Council couldn't keep your true identity buried forever, could it?" - Darth Malak
---
Following scaling chains can be established:-
Darth Haze with KRESSH GAUNTLET >>> Jedi Master Lucien Dray (not a fair fight for the Jedi)
Darth Bane > Jedi Master Lucien Dray (Good fight likely)
Darth Vader > Jedi Master Lucien Dray (Good fight likely)
Darth Malak (Star Forge) > Darth Revan >> Darth Malak (Base) = Jedi Knight Revan (MW Endgame) >>> Jedi Master Lucien Dray
---
Unless Darth Tenebrous is much stronger than Darth Bane and Darth Vader respectively, I do not see him defeating Darth Malak.
One of the (KoTOR era) Jedi Masters Lucien Draay is noted to be strong enough to challenge the likes of Darth Bane and Darth Vader in single combat and offer a good fight to either:
In the Star Wars Miniatures Game, Master Lucien Draay is the best "beatstick" available to the Old Republic faction. Lightsaber Block, Lightsaber Riposte, and Master of the Force 2 give him the ability to use both Lightsaber Block and Lightsaber Riposte against a single attack. Rounding out his anti-Sith Lord credentials, Draay has Lightsaber Duelist, giving him that much extra longevity against lightsaber-wielding maniacs: Only Count Dooku (Clone Strike) and Darth Revan (The Force Unleashed) manage a higher Defense against these foes. While he certainly won't outfight Lord Vader or Darth Bane, Draay is capable of putting up a good fight.

Revan, in particular, had become the most powerful Jedi of the Order by the end of the Mandalorian Wars:
Though the Mandalorian fought valiantly, in the end he was no match for the Jedi Order's most powerful champion.
Taken from Star Wars: The Old Republic: Revan
Revan and Malak were becoming well-versed in dark arts as well:
After a string of ruthless triumphs, Revan finally defeated the Mandalore to win the war. But the cost of success had already set Revan on the path to the dark side.

Finally, the Mandalorians had been routed. The Jedi generals Revan and Malak had killed Mandalore and hounded the remnants of the enemy fleet far beyond the boundaries of Republic space–and in so doing, performed terrible deeds and learned dark powers.
Taken from SWTOR codex entry (The Galactic History 74: Revan and Malak Fall)
In fact, Darth Revan and Darth Malak are counted among history's most powerful Force-users along with Exar Kun:
Some of history's most powerful Force-users trained in the halls of the Jedi Enclave on Dantooine. Only students with great potential were admitted, and while the rigorous training produced exceptional Jedi, the fall of several notable students to the dark side cast a pall on the institution's legacy. Exar Kun, Darth Revan, and Darth Malak all trained at the enclave on Dantooine.
Taken from Star Wars: The Old Republic: Knights of the Eternal Throne: Codex Entry titled "Jedi Enclave Ruins."
Darth Revan was able to defeat Darth Malak in single combat:
Malak sees Lord Revan as soft, resulting in a tension that culminates in a lightsaber duel; Malak loses his lower jaw to Revan's blade, necessitating a metallic jaw guard. Returning the favor, Malak fires on Revan's flagship. Unaware that the Jedi have captured the traitor, Malak assumes the crown of the ruling Dark Lord, inheriting the empire.
