Vader destroys in sabers only. While Ragnos had some serious skill with the blade, enough for the Juggernauts of the RSE to emulate his combat abilities, he's got nothing putting him in Vader's tier as a duelist.
As for the all-out round, this is far trickier. Vader is a superior combatant, but I'm not convinced he can take Ragnos' power. Leaning Ragnos overall.

Ragnos is straight-up more powerful, he wins.

The ancients have knowledge Vader likely would not possess but in the same breath Vader has access to the entire council archives and Palpatines darkside compendium. He has shown knowledge of sith sorcery on numerous occasions and has the knowledge to resist the dark reapers drain. I can't see Marka doing anything more than getting tked, even if we assume they are comparably powerful Vader is more masterful

Marka Ragnos still wins, easier than I last thought to be honest. Ragnos in his prime is gonna dwarf his spiritual form and that easily makes up for the other, far inferior spirits with him in the Sith Council when he cowed Sidious so badly that Sidious needed a bacta tank to recover from the severity of the injuries.

Vader is at the very least on par with the likes of Yoda and Sidious as of RotS. What does Ragnos have to compete?
