Either way. Outlander is very close in raw power via Vaylin scaling and is almost as skilled. However, he also has much better stamina and can outlast Yoda if it becomes a prolonged duel (which it probably will since Yoda and the Outlander are so close in every regard).

A statement from the point of view of Yoda, talking about Sidious who is referred to as 'the shadow' and 'the darkness' repeatedly in the same book.
