Have to back ROTS Mace here. G-canon has him at the very least as a peer of ROTS Sidious and Yoda, which already puts him above the likes of Plagueis, who was ~ a Sidious minus 13 years of power growth, knowledge and skill.

You could probably make a compelling argument for either Gethzerion, Revan, or Plageuis, or Mace,

Ima say Geth for the moment, but i think you could make a strong argument for Windu.

Also I don’t know if judging characters based on earlier character placements are a good idea, considering we left out Kueller who scales above both Yoda or Gethzerion.
