Not sure if he shitstomps, but he beat Sidious quite handily decades before his prime with just some help from a barely trained Leia (who was unsure if she could beat Alema decades later).

As of RotJ: Luke could get oneshotted by RotJ Sidious
As of the end of DE: Luke fighting all-out + Leia's amp = "too powerful" for DE Sidious sans Force storms
Luke's power growth from RotJ to DE was likely a few oneshot chains.
Then more time passes between DE and TUF than between RotJ and DE (in which Luke improved multiple oneshot gaps), with actually more incentive to train and training material.
Then Jacen and Jaina, who both fought alongside Luke throughout NJO including in TUF, are astonished by Luke's power in LotF, which happens longer after TUF than the time between RotJ and DE.
Even factoring in diminishing returns, it seems pretty plausible that Luke made up for the gap of Leia's amp, and then enough to turn this into a "stomp".

Luke wouldn’t stomp DE Sidious. All indications are that Darish Vol, a character who is a canonically confirmed to be below Sidious in power, is outside the “ragdoll” territory from Luke, given the much of the power of luke statement and his ability to defend from Abeloth’s blasts. That would hold true for Palpatine as well.
