There's no evidence RotS Sidious is a whole class above TPM Sidious which he would need to be to make this a contest and it's not like RotS Sidious and Dooku were remotely comparable, to begin with.

Dooku’s many fights with Anakin + Obi Wan, ragdolling Savage and Asajj, hanging with Yoda while vastly pre prime.

Dooku barely held his own against Yoda. He was on defense the entire time and couldn't get any offense in. Despite his every attempt to anticipate Yoda he was anticipated at every turn. He was outclassed. It wasn't a competitive fight. He didn't come close to "hanging" with Yoda.

Domineering TPM Maul and earning Plagueis's respect as an equal and not to be trifled with is more impressive.

Dooku’s many fights with Anakin + Obi Wan,

Dooku has good showings against the duo and he has low showings. One thing that's consistent is that he's never been able to fully cope with an aggressive Anakin. He was heavily taxed by an exhausted AotC Anakin, pressed by season 3 Anakin, and nearly got killed by season 4 Anakin. The only time Dooku has been especially dominate against Anakin is if Anakin is fighting a measured fight instead of using his aggression effectively or if he's with Kenobi and Dooku is an expert at disrupting duos and getting them into each other's way. 


Kenobi is a defensive fighter with a less than stellar and predictable offense. He's tailor-made for Dooku. 

This is relevant because Sidious like Maul and Anakin is a very aggressive fighter but with more skill and tenacity. The only aggressive fighter Dooku can consistently beat is Grievous, who lacks finesse, is reliant on unpredictability and fear; none of which applies to Dooku who holds the mental edge and the knowledge advantage.

Palpatine. He's a solid 9 even by this point.
