Canonically does not mean the Canon timeline. Canonically is referring to the Legends canon, which is canon in it's own right, at least on SI. So no, I'm not referring to canon.

I think he is referring to RotS novel where it has been stated that Yoda and Sidious are the most powerful practitioners of their respective side.

I personally think Yoda wins because I don't see Yoda's power increasing through the Clone Wars. Everyday he ages is a disadvantage for Yoda and over the course of Clone Wars, Dark Side kept getting stronger therefore Jedi's use of Force should be diminished.
