EoDE Luke vs DE Sidious

So, can we take Luke’s victory in the DE finals as an indication of his overall superiority over Sidious?

R1: Sabers only
R2: Force only (no Force storms) 
R3: All out

Luke wins sabers, loses everything else per his own admission. With Force storms it would be even more lopsided.

Did Sidious' skills with the lightsaber atrophy between ROTS and DE? IIRC, he never really had to use one so I can't imagine him being as skilled and more relying on his speed and power to overwhelm his opponents.
