In this scenario, Maul as of the start of his return in the clone wars, specifically during episode Revenge, will encounter his 22 year old self, rather than Kenobi and Ventress. The Zabracks are disgusted by each other and they duel to the death.
Battle Stipulations:
- Location of their fight is the turtle tanker.
- Morals off, blood lust on.
- Starting distance the same distance between Maul and Kenobi when they fought in the turtle tanker.
- TPM Maul has his saberstaff, TCW S4 Maul has his single bladed lightsaber.
- No CIS, cheap shots, BFRs, abuse of environment etc.
- Victory is dictated by their prowess in combat.

TPM Maul. S4 Maul is rusty after having not fought for 10 years at this point. Sure, his cybernetic legs can be an advantage due to how many more options they give him, but he also hasn't had time to acclamate to them, offsetting that advantage. Meanwhile, TPM Maul has a noticeable advantage in having access to his saberstaff, and his skills haven't atrophied after 10 years without use.
All this said, it's going to be extremely close. Neither can actually stomp the other, and it's absolutely going to come down to the gritty details.

Honestly, it depends. Where TPM Maul is a trained weapon, I still can't help but consider S4 Maul's improved hatred and motivation to survive in order to get his revenge.
With that in mind, I'll say S4 Maul.

I highly doubt that S4 Maul is more powerful, given that he initially struggled to use the Force to pull his own lightsaber, if he was more powerful than his TPM self, that wouldn't have happened.
I refound that podcast where Filoni talks about Maul recovering:
In the context of Filoni's statement, he talks about Maul going through a recovery process while talking about Maul's plans of building gaining power through political manipulation (e.g. his deal with pirates), implying that even at the end of the episode Revenge, that Maul still hadn't completely recovered his skills as a fighter because he had a cybernetic lower half, and had to continue recovering up until the episode Revival.

So Sam and I were excited to really give Maul dimension, but to show his thought process, to show that he was a good apprentice to Sidious, a cunning apprentice, cause in the end it makes him a lot more dangerous cause we already know he can fight, but we’re not clear if he can fight as well as he used to, given that he is you know half cybernetic now - like anyone recovering you kind of lean on your other skills, and in this case he has become a bit more of an architect.

All that shows is that his willpower may have improved, but how would that translate to having superior TK?

TCW season 4 Maul was also initially losing to season 4 Kenobi who'd just had the crap beaten out of him and been tortured. Given that this is that Maul and not him as of season 5, I'll say TPM takes it.

Maul wouldn't master his "chicken legs" until season 5, until then he was awkward and easily outmanoeuvred in them. TPM Maul at the apex of his abilities should convincingly outduel his rusty counterpart.
