I can definitely see a case for Savage being more powerful, but it would only be marginally and as it stands his control over that power as well as his skill with a Lightsaber are utterly atrocious. He loses badly.

Why?

Bane's never had any experience fighting someone taller and heavier than he is so that could be a bit of challenge in a first-time encounter. Bane's got a great defense though and smarter and more skilled and craftier and is very quick to adapt to unfavorable circumstances. I favor him unless Savage gets into his frenzied state.
