Darth Sion's combat feats are near non-existent and he got ragdolled by more powerful Force Wielders such as Darth Nihilus and Kreia (deleted scenes though). Besides his resurrections, he doesn't have any notable skill or quality to match more powerful foes. Durge is nigh-unkillable and has massive physical strength and other combat method advantages. All Sion did was chasing fodder Jedi whereas Durge made Mandalorians shit on their pants and match powerful Jedi such as Kenobi.

Neither of them has the means to put the other down, tbh.

If I had to choose, I'd take Durge, tho. His durability/quasi-immortality is based on his genetic makeup, which is more reliable than Sion's anger/will -- which can be worn down and circumvented. Durge's can be bypassed too, but Sion doesn't have Kenobi's TK, or a sun to BFR Durge into.
