Possibly Plag, possibly Vol, there's not much to go of off. Kind of hard to quantify what "much of the power of Luke" means, whether that's 25% or 10% or whatever. Given Plag is also a high tier I am not sure that statement alone puts Vol higher.

Plageuis is more powerful but Vol is likely a better combatant could go either way but Plageuis all the damn way
