Depends on how far you think the gap between either of these guys and Vader is based off scaling. I'd wager SK should sweep though.

C'baoth appears to be noticeably more powerful than prime suit Vader, who's >>> TFU Vader according to the sources.

The "sources" in question contradict points in the lore, rendering them suspect at best. Moreover an already exhausted SK slaughters a cadre of clones collectively far above Vader, then proceeds to beat the man himself twice over while running on empty. The disparity is, I expect, greater than the one between Vader and Joruus.

Starkiller gets in close and it's over. Joruus might be slightly more powerful, but he's not a fighter.

Joruus was able to stalemate/beat Luke in a Telekinetic contest. That being Luke one year before DE

C'baoth might rival Starkiller in raw telekinetic might, but he's mostly a non-combatant. As far as we're aware, he's never even held a lightsaber, much less used one in combat. And frankly, I'd favor Starkiller in all aspects of the Force aside from telepathy. Sure, C'baoth might be able to win with TP, but he was apparently unable to do so against Luke or Mara in Last Command. I seriously doubt Mara's telepathic defenses as of Last Command are greater than Starkiller's. All Starkiller needs to do is hold out against TK, TP, and FL long enough to get in close, and this fight is instantly over.
However, there is an interesting point to raise. When C'baoth died, he exploded in a similar manner to Sidious, with enough force to melt durasteel and blast a whole in the side of a mountain. Luke only knew what to expect because he'd seen it happen with Sidious, which is the only reason Mara survived the actual act of killing C'baoth. It's entirely possible that Starkiller forces his way in close, stabs C'baoth, and then is killed in the resulting explosion. With that in mind, this match might be more likely to end in a draw.

Did Joruus ever actually try to telepathically dominate Luke or Mara? We know a passive field he put up around Wayland was enough to sleep Mara and mentally Vitiate Luke to a noticable degree

Given C'baoth's goal in The Last Command (warping the Force users into his apprentices, or cloning them if he couldn't), the fact that he didn't try to telepathically dominate Luke or Mara during that final encounter should be evidence enough of his inability to do so. Why would he have bothered with the light show he put on if he could just dominate Luke or Mara from the get-go, and have the apprentices he was after? Instead, he tries to drive Luke insane by pitting him against Luuke, and insists that Mara join him willingly, or she will suffer the same fate. And when discussing his future plans, Mara is able to prevent C'baoth from even reading her mind. After the death of Luuke, C'baoth decides to outright kill Luke and Mara, rather than try to dominate them.
All of this indicates to me that he is incapable of dominating the mind of someone who is even somewhat trained to use the Force. At most, he'd be able to slow Starkiller down some with Telepathy, maybe mess up Starkiller's concentration to hinder his TK and FL. It is true that the passive field affected Mara and Luke on Jomark, but neither of them were going into the encounter expecting such a thing. Luke went in expecting a friendly mentor figure, not a crazed power-hungry dark Jedi. If standard rules apply here, both combatants should be going in knowing the other is a threat, so Starkiller would likely be ready for any form of Force attack, physical or mental.
